BIOLOGICAL MITIGATION OVERVIEW / Monitoring Protocols


Monitoring protocols have been prepared to guide the monitoring efforts for each discipline listed below. The plans have been reviewed by the appropriate agencies to ensure compliance with their respective permit requirements. The plans summarize the permit requirements and provide a detailed methodology for monitoring the particular discipline over the course of the project.


 Birds

Preliminary Bird Monitoring Protocol (August 2002)

This protocol was prepared to guide the initial bird monitoring activities until the actual monitoring plan was completed and approved by the relevant agencies.

Bird Monitoring and Management Plan (revised September 2003)

This plan guides the bird monitoring and management efforts during construction of the new bridge and dismantling of the existing bridge. In addition to monitoring procedures, it also addresses efforts to minimize adverse effects to the American peregrine falcon and double-crested cormorants.

Fish

Fisheries and Hydroacoustic Monitoring Program Workplan (September 2002)

This plan describes the methodology for conducting underwater sound measurements, monitoring predation by birds on injured fish, and conducting experiments using various sizes and species of fish with swim bladders held in cages to document rates of fish injury and mortality at various distances and water depths relative to pile-driving operations.

Marine Mammals

Marine Mammal Monitoring Plan (Revised February 2004)

This plan describes the potential impacts to marine mammals during pile driving, and methods for monitoring and reporting the activity of marine mammals near the construction areas.

Marine Mammal Monitoring Plan for Temporary Pile Driving (August 2002)

This plan describes the methods used to monitor marine mammals during temporary pile driving to construct a temporary access trestle at the Oakland Touchdown.

Water Quality

Summary of Self-Monitoring Program in Response to Order #R2-2002-001 (June 2002)

This document specifies sampling methods that will be followed to meet the requirements of the Self-Monitoring Program.

Evaluation of the Turbidity Monitoring Program

In August 2004, the Self-Monitoring Program was evaluated and discussed with the RWQCB. As a result, monitoring procedures were revised effective October 1, 2004. This document explains the rationale for the changes.

Dredged Material

Deep Ocean Disposal Seabird and Marine Mammal Monitoring Protocol (August 2002)

This plan summarizes the procedures to be followed while conducting seabird and marine mammal monitoring on vessel trips to the Deep Ocean Disposal Site (DODS) in accordance with U.S. Army Corps of Engineers and U.S. Environmental Protection Agency requirements.
