BIOLOGICAL MITIGATION OVERVIEW / Construction Contracts

To facilitate an efficient and cost-effective building program, the East Span Project has been divided into fourteen separate construction contracts. In addition, Caltrans will pursue a separate contract to remove the existing bridge.

A summary of each contract is listed below:

Oakland Touchdown

Oakland Touchdown #1 Contract
Status: Completed June 2010

The OTD #1 contract constructs the entire 1,000-foot-long westbound approach from the toll plaza to the Skyway. When complete, the westbound approach structure will provide direct access to the westbound Skyway. In the eastbound direction, the contract will construct a portion of the eastbound structure and all of the eastbound foundations that are not in conflict with the existing bridge.

Oakland Touchdown #2 Contract
Status: In Design

The OTD #2 contract will complete the eastbound approach structure for the end of the Skyway to Oakland.

Skyway Contract
Status: Completed March 2008

The Skyway Contract involved construction of the bridge component that will connect to the Oakland approach structures on the eastern shore and to the Self-Anchored Suspension portion on the west side. This component of the East Span Project is the longest portion, consisting of two adjacent structures that stretch over a mile in length.

Self-Anchored Suspension (SAS) Bridge

Self-Anchored Suspension Land Foundation [Pier W2] Contract
Status: Completed October 2004

This contract constructed the westernmost foundations and columns of the self-anchored suspension bridge at Pier W2 not far from the existing Pier E1 on YBI. The steel-framed anchorages within the footings were included in this work, but the cables running between the footings and the superstructure were excluded.

Self-Anchored Suspension Marine Foundations [Piers T1 and E2] Contract
Status: Completed January 2008

This contract constructs the tower foundation at Pier T1 and the easternmost foundations and columns of the self-anchored suspension bridge at Pier E2. The work is in and on the waters of the Bay just to the east of YBI and to the north of the existing bridge.

Self-Anchored Suspension Superstructure [box, tower, and cables] Contract
Status: In Construction

This contract supplies and erects the superstructure of the SAS; the box, the tower and the cables. The construction will take place on the eastern side of YBI.

Yerba Buena Island Transition Structures (YBITS)

YBITS #1 Contract
Status: In Construction

The YBITS #1 contract connects the new SAS span to the existing YBI tunnel, transitioning the new side-by-side roadway decks to the upper and lower decks of the tunnel.

YBITS #2 Contract
Status: In Design

The YBITS #2 contract will demolish the detour viaduct and cantilever span of the existing bridge after all traffic is shifted to the new bridge and will construct a new eastbound on-ramp to the bridge in its place. The new ramp will also provide the final link for bicycle/pedestrian access off the SAS bridge onto YBI.

YBITS Landscape Contract
Status: In Design

Upon completion of the YBITS work, a landscaping contract will be executed to re-plant and landscape the area.

Other Contracts

South - South Detour Contract
Status: Completed October 2010

This contract designs and constructs temporary detour structures and transfers traffic onto the detour structures. The contract also includes advance foundation work for the future YBI transition structure and removes the majority of the existing YBI double-deck structures.

Geofill Contract
Status: Completed April 2003

The purpose of this contract was to stabilize the underlying soil at the Oakland Touchdown by applying surcharge (dirt fill) to remove water and cause settlement. The settlement reached an acceptable level; therefore, the Oakland Touchdown is now ready to support the new westbound approach and the relocated Caltrans maintenance road once constructed.

Yerba Buena Island Electrical Substation
Status: Completed May 2005

This contract relocated an electrical substation just east of the YBI tunnel in preparation for the new East Span.

Stormwater Treatment Measures
Status: Completed December 2008

The Stormwater Treatment Measures contract implemented a number to best practices for the management and treatment of stormwater runoff. Focused on areas around and approaching the toll plaza, the contract added new drainage and built new bio-retention swales and other related constructs.

Electrical Cable Relocation
Status: Completed November 2007

A submerged cable from Oakland that is close to where the new bridge will touch down supplies electrical power to Treasure Island. To avoid any possible damage to the cable during construction, two new cables were run from Oakland to Treasure Island to replace the existing cable.
